A Memorandum of Understanding was signed between Tsinghua and Oregon State University (OSU) August 24, during the visit of OSU President Edward Ray that morning.

The purpose of the MOU was to promote friendly relations through the development of educational and research collaboration between the two universities.

Tsinghua President Gu Binglin met and had a friendly talk with Professor Edward Ray before the singing ceremony. Vice President Xie and Professor  Edward Ray signed the MOU on behalf of their respective universities after the talk.
